Spain: Óscar Puente announces resignation after 69 deaths from the Urda collision
The Spanish Minister of Transport announced his departure on 3 November, after the rail collision of Urda, and renounced the legislative acts of 29 November. Technical and judicial responsibilities remain to be established. The government announces a strengthening of security and €30 million in aid and advances for victims.
On 3 November, Óscar Puente announced his resignation from the Spanish Ministry of Transport, following the collision between two high-speed trains on 28 October near Urda in Toledo province. Deutsche Welle, ABC and BBC report the same announcement after a disaster that killed 69 people. The minister also gave up his candidacy in the early parliamentary elections on 29 November. A political departure, not a judicial conclusion
Before the Congressional Standing Committee, Puente raised a question of "political dignity, coherence and empathy with the victims". According to EFE, he felt that he could not stay after two such serious accidents in less than a year, whether or not he bore direct responsibility. It refers to Urda and the January disaster in Andalusia, which had killed 46 people. Deutsche Welle states that he did not indicate the actual date of his departure. [S11] [S5]
Puente claims to have decided to resign as soon as the accident occurred, when he had subsequently publicly defended his retention. The People's Party, Vox and some government allies called for his departure. On the contrary, Pedro Sánchez welcomed a minister who had provided answers and solutions before withdrawing. These political assessments do not mitigate responsibilities in the collision: the government recognizes that some responses will depend on the judicial investigation. [S6] [S10] [S12]
Permission to circulate at the heart of the questions
The stories converge on the main web. A breakdown affecting the safety features had stopped the trains on a portion of the Madrid-Seville line. The control centre then authorized a train by public operator Renfe to continue his journey, while a train from private company Iryo remained stopped in front of him. The Renfe train struck near Urda. [S5] [S6] [S10]
The technical description varies: ABC evokes a failure of the communication system essential for safety; The BBC is talking about a computer problem affecting automatic signalling. The BBC reports seem to confirm permission to leave despite the presence of the locked train. However, these elements are not a final technical report. The January accident, which began with a derailment, remains a separate event, still under investigation according to ABC; no common cause is established in these sources. [S6] [S10]
According to ABC, which quotes the Spanish authorities, the 69 deceased persons were identified and their families or consulates informed. The search for victims was closed and 59 remains were handed over to relatives. Fifteen foreign nationals, including two Australians, were among the dead. [S6]
Secure decisions without presuming guilt
Railway unions and the opposition accuse the minister of having seemed to have concentrated responsibility on an officer of the control centre. This challenge underlines the importance of distinguishing individual decisions from the technical and organisational conditions in which they were taken. The documents available do not allow for the definitive attribution of responsibility for the accident to this agent. [S5] [S10] [S12]
Before announcing his departure, Puente presented several measures: confirmation by a second operator of the decisions taken when automatic security is defective, software alerts and better visualisation of the train position. The Government is also planning an extraordinary revision of the line security systems and a reduction in frequencies after the resumption of service until the safety work is completed. [S5] [S12]
The project also includes artificial intelligence to detect anomalies and monitor conversations between drivers and controllers. The stated objective is to reduce the risk of human error. The Minister recognizes, however, the unprecedented nature of this approach. Its effectiveness, such as the guarantees governing this monitoring of professional exchanges, is not documented in the elements consulted. [S12]
Aids and approaches for those affected
The Government has approved an envelope of EUR 30 million: 15 million direct aid and 15 million advance on third party liability insurance compensation. The aim is to support victims without waiting for the end of the proceedings. For injured persons, the aid ranges from €2,404 to €84,141 depending on the severity of the injuries, with corresponding insurance advances. The scheme provides for accompanying offices and home support for persons unable to travel. [S12]
Accident-related work stoppages will exceptionally benefit from the workers' compensation scheme. The Government also restricts the prices of alternative transport and certain accommodation related to travel during the interruption of the line. It justifies this restriction by protecting travellers facing tariff increases. Its effects on the prices actually paid and on the offer available are not yet established: the announcement of these protections remains separate from their results for each person concerned. [S12]
