In St. Petersburg, Witkoff calls Putin "humanitarian" after Stephen Hubbard's release
Donald Trump's emissary greeted Vladimir Putin after the release of the American Stephen Hubbard, detained since 2022. The meeting on 21 October also concerns a resumption of negotiations with Ukraine, without a ceasefire agreement announced in the minutes consulted. [S1] [S3] [S7]

Steve Witkoff described Vladimir Putin as "humanitarian" on 21 October 2026 in St. Petersburg, after the announcement of the release of Stephen Hubbard, a 74-year-old retired American teacher. Ukrainska Pravda, The Journal and CBS News report the same sequence, which occurred during a meeting dedicated to the war in Ukraine. This result for an inmate is not accompanied in the reports consulted by any confirmed breakthrough towards a ceasefire. [S1] [S3] [S8]
A diplomatic tribute, not a humanitarian statement
"You too, sir, are a humanitarian, and I greet you for that," said the American envoy, using the English term "humanitarian" used about Donald Trump. Putin, for his part, thanked the US President for his attention to the settlement of the war, which he presented as primarily motivated by humanitarian considerations. These statements are the opinions of both officials, not an independent evaluation of their policies. [S1] [S8]
Ukrainska Pravda stresses the contrast between this tribute and the fact that Putin is being sought by the International Criminal Court for alleged war crimes in Ukraine. The release of a prisoner and the possible criminal responsibility of the Russian leader are separate issues: the former does not settle the latter. [S1]
Hubbard regains freedom, charges remain contested
Putin announced that Stephen Hubbard had been taken to Poulkovo airport. Witkoff confirmed his release and Donald Trump said he was returning to the United States. The BBC reports the initial Russian announcement; Reuters complete it with thanks from the American lawyer of the inmate, Martin De Luca. CBS News reports that Hubbard, in poor health, was to be transported to Texas for medical treatment in a military hospital. His arrival is not confirmed in these elements. [S2] [S7] [S8]
Arrested in Izioum, eastern Ukraine, in April 2022, Hubbard was sentenced to six years and ten months in prison for mercenary activity, following a closed trial. Reuters distinguishes the versions: the Russian state media had announced a guilty plea, while his lawyer claimed that Hubbard challenged the charges and denied having belonged to a fighting unit. Washington considered him wrongly detained. His release ended his captivity, without resolving this judicial challenge. [S7]
Relaunching discussions with Ukraine
The visit follows consultations held in Oslo on 20 October with Volodymyr Zelensky and European officials. Witkoff wants to put the United States, Russia and Ukraine around the same table. The Journal reports its optimism, but also stresses that the Russian and Ukrainian conditions for a settlement remain distant. Trade includes security guarantees, territories and sanctions. [S3] [S6]
The European Commission is awaiting an American report. According to his spokesman, Paula Pinho, quoted by Ukrainska Pravda, Oslo's objective was to examine the conditions for a transition to trilateral and even multilateral discussions. The Kremlin promised to study the proposals and considered progress "theoretically possible", while making it dependent on Ukrainian decisions. This is a Russian position, not a shared statement of responsibility for possible failure. [S4] [S6]
Putin also proposed a meeting with Trump and Xi Jinping in China, with no agreed date or agenda. This project should not be confused with the format including Kyiv directly. Zelensky calls for Ukraine's participation in any discussion of his future. The issue goes beyond the protocol: the decisions envisaged concern its territory and the security of its inhabitants, but the concrete mechanisms of guarantees remain unknown in the sources consulted. Sanctions and diesel: claimed benefits, disputed costs
Trump claims that no prisoner exchange or compensation was required to release Hubbard. He maintains, however, that the entry into force of new sanctions against Russia would have interrupted negotiations. CBS News reports these two statements without establishing the existence of a formal agreement conditional on release upon suspension of sanctions. The lack of exchange of detainees is therefore not sufficient to clarify all diplomatic arrangements. [S8]
The economic aspect is also subject to opposite readings. Witkoff presents Russian diesel exports as a means of reducing costs for US farmers and carriers. On the other hand, Zelensky believes that the trade agreement and the reduction of sanctions allow Moscow to continue the war. These claimed or feared effects are not quantified in the records. At this stage, Hubbard's restored freedom is documented; A common commitment on the conditions of peace is not. [S3] [S6] [S7]
