Suspects of hijacking in Le Havre: Édouard Philippe placed under the status of assisted witness
He was heard on 29 October 2026 by two judges of financial investigation, Édouard Philippe is not charged in the investigation concerning the Digital City of Le Havre. Her defence welcomed a favourable decision, while the complainant stressed the continuation of the investigation. This status does not constitute a closure of the file. [S3] [S5] [S12]
Édouard Philippe was placed under assisted witness status Thursday, October 29, 2026, after a day of hearing by two financial investigating judges. The mayor of Le Havre, former Prime Minister and presidential candidate Horizons, was summoned under this statute in an investigation opened in Paris, in particular for misappropriation of public funds, favouritism and moral harassment within the intercommunality of Havre. He is not being examined at this stage. [S3] [S5] [S12]
BFMTV, Le Temps and franceinfo report the same judicial step and agree on the circumstances of the hearing. Their articles are largely based on AFP information: this convergence does not correspond to three independent surveys. Franceinfo provides an additional statement from counsel for Édouard Philippe, who believes that the case is now behind his client. [S3] [S5] [S12]
A convention and public funding at the heart of suspicion
The dossier concerns a multi-year objective agreement for the animation of the Digital City of Le Havre. It was signed in July 2020 by Édouard Philippe, then president of the urban community Le Havre Seine Métropole, and Stéphanie de Bazélaire, as volunteer president of the LH French Tech association. [S3] [S5]
Established in July 2020, the association was selected following a call for expressions of interest launched in March by the urban community as part of a service of general economic interest. She was the only candidate to receive €2.154 million in public service compensation to carry out projects. This amount corresponds to the planned funding: the information reported does not establish it as a misappropriated sum or as an injury to the community. [S3] [S5]
According to the complaint referred to by the AFP, investigations must examine the possible existence of a pact between Édouard Philippe and Stéphanie de Bazelaire, combining political, financial and relational support for the management of the Cité numérique. This is an adversarial hypothesis, not a judicially established fact. The complaint also concerns Stéphanie de Bazélaire, Assistant in charge of Innovation and Digital Affairs, as well as Claire-Sophie Tasias, Director General of Urban Community Services. [S3] [S5]
Two complaints and alleged reprisals
Originally, Cornelia Findeisen served as Deputy Director General of the Urban Community between September 2020 and April 2023. His first complaint, lodged in 2023, was followed by a preliminary investigation by the National Financial Prosecutor's Office. Franceinfo states that searches were conducted in April 2024. A second complaint, filed in June 2025, led to the referral of Parisian financial investigation judges in May 2026. [S3] [S5] [S12]
The former official claims to have been removed and morally harassed after his warnings. Her contract was not renewed and she obtained, at her request, the status of alert launcher in January 2025. His account specifically raises the question of an agent's ability to report suspected illegal practices without reprisals. However, harassment charges remain distinct from judicial findings, which are not reported at this stage. [S3] [S5]
Assisted Witness: An Essential Distinction
According to Public Service, the assisted witness is a person specifically implicated in a criminal investigation or on which there are indications that he or she is likely to be involved in an offence. So he's not just a witness. This status, which is only possible in judicial information, differs from the indictment, which requires serious or consistent evidence of participation in the offence. He grants the suspect rights to defend himself. [S19]
In this issue, the media point out that Edward Philippe's status could change if new elements were to appear. The absence of an indictment is therefore a favourable procedural situation for him, but it does not mean that the investigation is closed or that the charges have been definitively dismissed. The defence and the complainant differ on the scope of this step
Emmanuel Marsigny, counsel for Édouard Philippe, salutes a "favourable decision" which confirms, according to him, the absence of facts reprimandable to his client. On franceinfo, he adds: "This case is behind him". The former Prime Minister has been challenging the facts from the beginning and asserts his innocence. These statements express the position of the defence, not a judicial decision on the merits. [S12]
On the other hand, Jérôme Karsenti, a lawyer for Cornelia Findeisen, is delighted that "instruction is taking its course". He wished to consult the hearing to understand the motivation of the judges. Publications do not detail Edward Philippe's responses or the specific reasons for the status. The regularity of the use of public funds, the existence of possible harm and individual responsibilities thus remain the issues to be clarified, without assuming the guilt of the persons involved.
