24 October: high school students at the Elysée, the anti-RN course modified in Orléans
On the eve of the mobilization on 24 October, Emmanuel Macron received high school organizations while the prefectures supervised the processions. In Orléans, the protest against the RN must avoid the city centre. In Paris, a change of course is challenged by the unions. The authorities invoke security; organisations denounce restrictions on the freedom to demonstrate. [S4] [S7] [S8]

Emmanuel Macron receives high school organisations on Friday 23 October, on the eve of a new day of mobilization. At the same time, the course of the demonstration against the National Rally in Orléans was changed and that of the Parisian inter-union procession was the subject of disagreement. These decisions came after the violence of 17 October, while Laurent Nuñez announced 70,000 policemen and gendarmes mobilized on Saturday. [S4] [S7] [S8]
Students received, without conclusions yet established
TF1 Info reports the arrival of high school organizations at the Elysée to exchange with Emmanuel Macron. The Presidency says it wants to "listen to their demands and concerns". The announced meeting should bring together representatives of high school associations and academic councils of high school life. Sebastien Lecornu, in turn, is expected to receive high school organizations on Monday with other organisations. The information consulted does not yet establish the commitments made as a result of this exchange. [S7]
On TF1, the Secretary General of the CFDT, Marylise Léon, stresses the expectations regarding study conditions, orientation and the number of teachers. It considers the security response "counterproductive", while recognizing the need to strengthen certain means of maintaining order. This is her assessment: she mainly calls for social responses and dialogue with the young people involved. [S7]
In Orléans, a demonstration held outside the city centre
Humanity and TF1 Info converge on the change of route imposed by the Loiret prefecture to avoid the city center. The procession aims at the RN congress held this weekend in Orléans: its own object should not therefore be confused with all the demands of national social mobilization. Franceinfo confirms that this Saturday event is allowed. [S4] [S7] [S8]
The prefect foresees between 20,000 and 30,000 participants, an estimate and not a count. Pascal Sudre, departmental secretary of the CGT, an organisation involved in the mobilisation, points out to TF1 Info that "the important thing is to be able to demonstrate safely". The elements consulted do not provide a detailed outline of the new route. Another demonstration, scheduled for Sunday at the appeal of Sud-PTT du Loiret, is forbidden: this separate decision does not concern the procession authorized on Saturday. [S4] [S7] [S8]
In Paris, security invoked on both sides
The Parisian situation is different. Franceinfo reported on Thursday the authorization of a procession between Bastille and Nation. Friday, the Franciscan inter-union and youth organisations denounce a new prefectural proposal, between the Gate of Vincennes and the Gate of Italy according to TF1 Info. They refuse this change and announce that they will keep their appointment in Bastille. The final route is not established by the information consulted. [S4] [S7] [S8]
Unions argue that a last-minute change would undermine the safety of participants. Their objection therefore also concerns the concrete conditions of organization. The executive defends, on the other hand, circuits to protect city centres, shops and public buildings. The sources report these opposing justifications, without determining which route would actually present the least risk. [S4] [S8]
Enhanced police capacity, changing restrictions
Laurent Nuñez announces a national mechanism combining local staff, CRS and mobile gendarmerie. RAID, GIGN and BIS must intervene in support, including to maintain buildings, and not directly maintain order. The minister invokes the risk of looting and attacks. These announcements describe the planned means, not the results of their deployment or the future behaviour of the demonstrators. [S7]
Local decisions are changing. In Marseille, after the general ban reported Thursday by franceinfo, TF1 Info announces Friday the derogatory authorization of a trade union demonstration, with shared route and order service. The prefecture also refrains from systematically suspending public transport in the city: its operation must be adapted to the situation. This development is not tantamount to removing all departmental restrictions. [S7] [S8]
In Rouen, the municipality confirms prefectural prohibitions on Saturday from 9 a.m. to 8 p.m. in three sectors: Pasteur, an area of Saint-Sever around the mall and the hypercentre. For those wishing to demonstrate, the practical scope of the measures therefore depends on the place and the timetable, not only national announcements. [S9]
Freedom to demonstrate subject to judicial review
Emmanuel Macron announced that only demonstrations requested by trade unions could be authorized. Marylise Léon contests the conformity to the law of this orientation. An appeal has already amended a specific decision: according to franceinfo, the administrative court cancelled on Thursday the ban on a student gathering at the Interfac in Paris. This decision does not resolve all Saturday restrictions, but shows that a prefectural ban can be challenged and challenged. [S7] [S8]
