Violence of 17 October: Lecornu brings together a crisis cell, Nuñez kept inside
Trade, insurance and judicial follow-up: Sébastien Lecornu brings together an interministerial unit after the weekend violence. Emmanuel Macron refused Laurent Nuñez's resignation, while asking for explanations on the device's shortcomings. Assistance to victims and new law enforcement measures remain to be specified. Sébastien Lecornu gathers on Monday 19 October an inter-ministerial unit dedicated to the consequences of the violence on the margins of the mobilization on 17 October against expensive life. Three cases were announced: "economy-commerce", "insurance" and "judicial follow-up". The same sequence of events is described by L-Express, TF1info, RFI and BFMTV: violence on Saturday, new incidents on Sunday, then government meetings and Laurent Nuñez's continued presence at the interior. A crisis meeting, decisions still awaited
Announced from 10 a.m. by the Prime Minister's office, the meeting must coordinate the response to the damages and their follow-up. A meeting with trade representatives, banks and insurance is also planned in Bercy. On the spot, the information is different: L-Express announces Matignon, while franceinfo places the cell in progress at the Ministry of the Interior. The available evidence does not make it possible to determine this difference or to detail the final decisions. [S1] [S2] [S12]
At the same time, Emmanuel Macron commissioned Sébastien Lecornu to bring parties, unions, communities and parliamentarians together. Initial mobilization included cost of living and educational conditions. According to RTBF, Sophie Binet, secretary general of the CGT, blames the president for not meeting social expectations in his speech: the security response does not end the disagreement on the claims. Nuñez remains in position, failures still to explain
Elysée justifies the refusal of the minister's resignation by the need to maintain a continuous command of the security forces. The Committee also calls on the State party to make transparency on pre-emption and intelligence failures, and to deploy new methods of action against breakers. This convergence between the media is based in particular on the same presidential communiqué; It does not constitute an independent investigation into the causes of violence. [S2] [S24] [S31]
Laurent Nuñez acknowledges a "loss of control" in some cities and a lack of anticipation of the necessary workforce. Gerald Darmanin also admits that the authorities "undoubtedly failed." Their question of the ultra-left remains a governmental assessment, distinct from the individual responsibilities to be established. On the other hand, Jean-Luc Mélenchon accuses the executive of playing "rot". These opposing political accusations do not alone demonstrate responsibilities in practice. [S1] [S11] [S24] [S31]
Victims and shops: balance sheets to distinguish
The released Dauphiné reports, quoting the Ministry of the Interior, 2,397 arrests and 997 police officers and gendarmes injured, seven of them seriously. He also mentions a protestor who died after a malaise in Paris, a teenager who lost an eye in Mulhouse and a teenager who had his hand torn from Saint-Étienne. These elements do not constitute a comprehensive assessment of civilian casualties and do not specify the circumstances of each injury. [S15]
For businesses, BFMTV reports some 1,500 establishments targeted on Saturday according to the Federation of Commerce and Distribution. RTS reports more than 2,000 damaged shops attributed to chambers of commerce. Organizations, formulations and temporal boundaries differ: these estimates are not directly interchangeable. Another disputed figure is that of 30,000 looters in Marseille, put forward by the authorities and challenged by Mayor Benoît Payan, according to Le Dauphiné libéré. [S15] [S23] [S31]
For affected professionals, the immediate challenge is to repair and resume their activity. Maud Bregeon promised to facilitate the process and rehabilitation. However, the available announcements do not specify the time limits for compensation or the remaining expenses. The promise to charge the perpetrators is therefore not, at this stage, a guarantee of prompt reimbursement of the victims. [S3] [S31]
Individualized prosecutions, freedoms to be safeguarded
Gérald Darmanin announces 2,331 police custody during the weekend and dozens of pre-trial detentions, including thirteen in Marseilles. He claims that more than 80 per cent of detainees are prosecuted. These ministerial figures describe procedural steps, not convictions. Article 144 of the Code of Criminal Procedure requires precise and detailed elements to justify pretrial detention, as well as the lack of less stringent measures. [S11] [S33]
The Government stated that it wanted to guarantee freedom to demonstrate while considering prohibitions against serious disturbances. In a decision of 2023, without any factual connection to this event, the Council of State recalls that a ban must be adapted, necessary, proportionate and taken as a last resort. The administration must examine the less restrictive solutions and allow, as far as possible, a useful referral to the judge, in particular for interim measures. [S2] [S32]
Gabriel Attal also proposes to temporarily block certain platforms during exceptional events. The information available does not establish the adoption of this proposal or its effectiveness. This proposed restriction, which would also affect other users, must therefore be distinguished from the measures actually taken to protect persons and prosecute perpetrators of violence. [S2]
